Core JS Code Revisions

- Upgrade to OpenLayers? 2.9 library

Enhancements/Revisions to Existing Tools/Services

- Revise the markup tools to allow a user to save the markups as KML or some other vector graphic format

New Tools/Services

- Popup table to store search results. Houston Engineering has developed this for a client with JQuery. Maybe include this as a user extension but it does require JQuery.
